Ambrose Ruyooka is a highly experienced ICT leader with over 20 years in public sector innovation, digital policy development, and education systems strengthening. As Assistant Commissioner for Research & Development at the Ministry of ICT & National Guidance, he oversees national strategies on emerging technologies such as AI, IoT, and digital skills. He also serves as Deputy Coordinator of the Uganda Teacher and School Effectiveness Program under the Global Partnership for Education, advancing foundational learning outcomes nationwide.

A certified PMP®, CGEIT, CRISC, and ISACA Kampala Chapter President, Ambrose is known for bridging technology, education, and governance. He has represented Uganda at key international forums, including Mobile World Congress in Barcelona and the ALP AI Forum in Nairobi. Previously, he contributed to Uganda’s first national cyber laws and has lectured in ICT project management and governance.

Ambrose holds an MBA in Financial & Computer Management, a Postgraduate Diploma in Gender & LED from Makerere University, and a BSc/Ed in Physics and Mathematics.
