George William Nyombi ThemboKeynote Speaker

George William Nyombi Thembo is the Executive Director of the Uganda Communications Commission (UCC), bringing over three decades of leadership in economics, public policy, and ICT regulation to the role. He previously served as Director of the Uganda Communications Universal Service and Access Fund (UCUSAF), where he spearheaded rural connectivity and digital inclusion programs across underserved regions. Before transitioning to regulatory leadership, Nyombi Thembo was a Member of Parliament (2001–2015) and held ministerial portfolios including State Minister for Information and Communications Technology, where he guided Uganda’s digital migration and ICT policy reforms.

In his current capacity at UCC, Nyombi Thembo oversees licensing, spectrum management, and the development of frameworks for emerging technologies such as AI and content regulation. He also chairs the ITU Global Symposium for Regulators (2024–2025), promoting best practices in telecom governance internationally. A strategic thinker with a background in development economics and project management, he has driven initiatives that bridge public–private partnerships, strengthen digital public infrastructure, and foster innovation across East Africa’s communications sector
