Dr. Lucrezia Biteete is a seasoned digital transformation strategist and policy advisor whose two decades in Africa have combined entrepreneurial drive with deep technical expertise. As Senior Digital Policy Advisor at GIZ Uganda and Senior Expert with the AU‑EU Digital for Development Hub, she has led national and regional initiatives in e‑governance, cybersecurity, data‑protection regulation, and AI policy—most notably championing Uganda’s Digital Transformation Roadmap in 2023 and architecting the pioneering eKYC integration between NIRA and Ugandan banks. Earlier, as Product & Delivery Lead at Laboremus Uganda, she managed software projects for major financial institutions, and she has advised startups and founded coding academies, giving her rare insight into both private‑sector innovation and public‑sector digital policy across IT, finance, and development cooperation.
Holding an MA in International Affairs & Diplomacy and an MBA in Finance from The George Washington University, plus a BA in Economics & Statistics from UC Davis, Lucrezia speaks seven languages and blends local Ugandan roots with global exposure.
